(4A) Nothing in this article will keep the State from making any arrangement for reservation in issues of advancement, with significant rank, to any class or classes of posts in the administrations under the State for Scheduled Castes and the Scheduled Tribes which according to State are not satisfactorily addressed in the administrations under the State.

5. Nothing in this article will influence the activity of any law which gives that the occupant of an office regarding the undertakings of any strict or denominational foundation or any individual from the administering body thereof will be an individual claiming a specific religion or having a place with a specific division. One of the significantly protected arrangements for denied areas, Article 16 enables Parliament to make any law endorsing the prerequisites for a class or classes of work or arrangement to any office under the Central Government or any nearby power. Proviso 4 of the Article goes about as a rule for the public authority for making any arrangement for the booking of arrangements for any regressive class of residents who are not satisfactorily addressed in the administrations under the State.

Like Articles 14, 15, and 17, this article and its arrangements demonstrate the state-run administration’s obligation to secure the interests of the SCs and STs.
