“Brain Drain is all okay but don’t you miss having dinner with your family?”
Introduction
Brain drain is a slang term indicating substantial emigration or migration of individuals. A brain drain can result from turmoil within a nation, the existence of favourable professional opportunities in other countries, or from a desire to seek a higher standard of living. In addition to occurring geographically, brain drain may occur at the organizational or industrial levels when workers perceive better pay, benefits, or upward mobility within another company or industry.
Abstract
Since we were in school, we’ve been hearing about and discussing brain drain. This issue was always assigned to us to write about and comprehend. As it is a topic of great importance for the whole nation itself. It is very important to know about the causes and effects of Brain Drain and whether or not people should be concerned about it. The researcher attempted to consider few possible factors. This article is not exhaustive and only for research purpose. This is the original work of the researcher and all the references are duly mentioned.
It’s almost impossible to tell the difference between the two sides of a coin; similarly, deciding whether brain drain is good or bad is difficult. When we look at the definition or meaning of brain drain, we can see that it is the movement of skilled or qualified people to another country in search of better salary or living conditions. Thousands of individuals migrate from one country to another every year, thus this is an issue worth discussing.
It is critical to comprehend its background. Since independence, there has been a brain drain not only to the United States but also to the Soviet Union. Globalization became a real phenomenon all across the world with economic deregulation in the 1990s. India, China, Japan, and Europe all sent large numbers of workers to the United States. Main causes, as previously stated, include the need for employment or higher-paying occupations, political instability, and a desire for a better quality of life. Nepotism, institutional politics, political causes, and a lack of chances in various professions are among the others.
Those from Leading Developing Countries are migrating to Developed Countries for jobs and education, whereas people from Lagging Developing Countries are migrating to Leading Developing Countries. Many African students attend BU Bhopal, while India employs a substantial number of Nepali and Bangladeshi workers.
As each person strives to improve their living situations, no one has the right to condemn others for doing so. Apart from that, in a period where concerns such as world governance, UNSC reform, universal approach to environmental conservation, Human Development Index, Human Rights and Civil Liberties, Free Trade, Open Market and World Economy, Millennium Development Goals, and so on are hot topics, issues like brain drain becomes questionable.
On the one hand, many developing countries rely on foreign aid for the majority of their income. Developed countries benefit from cheaper skills, which lowers operational costs and allows them to provide more efficient facilities and services to the poor. Brain drain, on the other hand, is detrimental to any country. Its impact on a country’s economy and social system. The country is losing a high-quality workforce.
Human capital flight, often known as brain drain, can take place on numerous levels. When skilled professionals leave one country or region to pursue opportunities in another, this is known as geographic brain drain.
The widespread evacuation of brilliant people from a firm is known as organisational brain drain. This occurs when employees perceive instability, a lack of opportunity within the company, or the belief that they can achieve their professional goals more easily at another company. When skilled individuals leave not just a company, but an entire industry, this is known as industrial brain drain.
Political instability, low quality of life, restricted access to health care, and a lack of economic opportunity are all prominent reasons of brain drain on a regional level. Because of these incentives, competent and bright workers are compelled to leave their home nations in search of better chances. Brain drain is a result of a fast changing economic landscape in which organisations and industries that are unable to keep up with technology and societal developments lose their top employees to others who can.
When there is a lot of brain drain in a developing country, it might have some unfavourable economic consequences. Among the impacts are, but are not limited to:
- Tax revenue is lost.
- Potential future entrepreneurs are being lost.
- There is a scarcity of vital, skilled workers.
- The exodus may result in a lack of faith in the economy, prompting people to want to leave rather than stay.
- Innovative ideas are being lost.
- The country’s investment in education has been lost.
- Critical health and education services are no longer available.
Religion and Reservation
In India there is always a tussle between different religion and this can be considered as a major reason for brain drain. As a result, today’s particle physicists will undoubtedly want to travel internationally. Even if the particle accelerator had been developed, religious elements would have vehemently resisted any experiment relating to the origins of the universe because “this goes against the religion.”
Reservation is another issue in today’s brain drain scenario. This is because those places that are called backward are no longer practically backward; their family conditions are now above average, and we can still see reservation prevailing over abilities and skill in our society, even after these people have been uplifted because of this, People with great potential who have been left behind due to reservation policies are looking forward to moving to a foreign nation where they will be given what they deserve based on their talents and abilities.
Many literary figures have been forced to flee to foreign nations as a result of incidents such as the assassination of M M Kalburgi. We already know what our country’s research and development potential is. The concept of freelancing, self-employment, and non-traditional work is still in its infancy. A huge section of the public still wants their children to work only as doctors, engineers, or in government jobs.
I’d want to bring up the topic of migration. There are two sorts of persons that migrate for study or employment, the first of whom are not qualified or skilled to find work in their own country, and the second of whom are already qualified or skilled to find work in their own nation but migrate for higher quality of employment or study.
The ongoing Puerto Rican fiscal crisis has resulted in a major brain drain as of 2019. The island has been particularly hard struck by the exodus of qualified medical professionals. Despite the fact that over half of Puerto Rico’s citizens are covered by Medicare or Medicaid, the island receives much less federal funding to pay for these programmes than states of similar size on the mainland, such as Mississippi.
Due to a lack of funds and the island’s terrible financial state, doctors, nurses, and other medical personnel are unable to receive competitive salary. As a result, such professionals are flocking to the mainland in search of more lucrative prospects. In a broadcast by CBS, the news organisation covers a few particular situations, including the story of Damarys Perales, a health department accountant in Puerto Rico . Furthermore, Hurricane Maria, which made impact in Puerto Rico on Sept. 20, 2017, worsened the country’s brain drain by providing even more motivation for departure.
Conclusion-
The government was compelled to act after witnessing a massive brain drain of doctors. Medical students who choose to pursue higher education outside of India will now be required to sign a bond with the government, vowing to return to India once their studies are over. To induce a reverse brain drain, policies that promote higher education, better public service delivery, and better data sharing with the public (RTI) must be pushed.
Furthermore, the current administration must ensure that students have solid job opportunities by supporting domestic and international investments in manufacturing, research, and development. ‘We have the top IT specialists and IIM graduates in the world. Countries are eager to embrace them. We can take advantage of the country’s greatest assets to expedite our own socioeconomic advancement. Students who return to India after completing their study should be given deserving positions.
