INTRODUCTION
Ever since our Prime Minister launched a gallant initiative of “Digital India”, private and public sector companies have come together and partnered in terms of ensuring seamless delivery of all citizen services.
However, Digitization is a journey and not a destination. The pace of technology is mind boggling in the digital world. Also, India has the world’s most affordable smartphones and bandwidth.
These factors along with India’s young and aspirational statistics and huge population, have ensured that we have huge usage of technological connections and a thriving financial technology sector.
While most observers of the Indian economy have accepted the reforms that cause turnaround of the Indian economy. This phase of digital India saw an enormous growth and coherent development strategy that includes institution building by government.
APPROACH & MODE
A few years ago, citizens had to line up outside government offices to pay their bills. Now, they can do that with the comfort of their homes due to digital approach in the financial technology. Digital India programme of Government aims with a vision to transform India’s digitally empowered society.
The Covid-19 pandemic has mainstreamed online education and tele-medicine. It can’t be denied that the pandemic hit has changed the dynamic of corporate sector and the work culture. Many Professionals worldwide, have set-up offices in their home and are contributing to national economy while Working from Home (WFH).
WFH has become a boon to the corporate sector, which may see a large percentage of employees continuing to work remotely. This will help many organizations to save on office space, physical infrastructure and security. It will also help employees to save on their expenditure, energy, efforts and time in travelling. In this way, he improves his efficiency, which was used initially in travelling and devoting unproductivity to company.
E-GOVERNANCE
The government of India is now focusing on taking its ‘Digital India’ initiative to the next level. This involves use of technology in the field of government sector in order to create open and participatory forms of governance. It also includes preparation of Union & State Government upgrade to such form of technology which develops high standard of democracy.
In order to achieve this, India as a nation needs to use its resources in the Indian Space and Telecom Programmes to ensure that high speed and reliable bandwidth is made available to every village in the country. Digital Connectivity is not possible without a reliable power supply. Power losses by distribution company shall be reduced.
Governance of India must focus on a reliable system of digital welfare. Students from underdeveloped regions who had to travel long distance for education and examination, can now appear and make use of E-learning programmes.
A solid foundation has been laid down by creating governmental portal for citizen services such as Common Service Centers, advice for farmers, direct credit on bank accounts, online legal advice and tele-law initiative.
CRITICISM
Many governments have failed to adequately grasp the need for technology in health and education. In path-breaking technology induced health sector reform, our Prime Minister announced ‘National Digital Health Mission’ (NDHM). The NDHM will eradicate the old school health delivery landscape and change India’s principles of health for all.
The biggest challenged faced by Digital India programme is lack of infrastructural development. Spectrum provided in India metros is about a tenth of the same cities in other countries. This has put a major blockage in providing high speed data transfer.
It has been observed that for digital India to have a large impact on citizen, high connectivity in remote rural areas must be ensured. As currently, many villages are deprived of mobile connectivity.
To enable development of the digital Infrastructure it is important to form a uniform policy across the nation to draft a mechanism for sustainable development of digital infrastructure.
CONCLUSION
With emphasis on digitization, it will be possible to achieve measurable progress on one of the components of ‘Digital India’ initiative. Efficient digital governance in India will depend on transforming internal processes and fixing deadlines for service delivery.
The existing government infrastructure assets like post offices and other buildings should be further leveraged for the provision of digital services. In rural and remote areas, private sector players should be motivated to provide last mile connectivity.
India is so far temperamentally well-suited to achieve this objective. Our administration needs to ensure that the structures and processes of the government are well-aligned to take the ‘Digital India’ initiative to its logical conclusion.
