The International Solar Alliance was launched during the Paris Declaration in 2015. India and France are the founding members of the International Solar Alliance. The International Solar Alliance is an international organization based on a treaty that envisages cooperation between the countries that are located near the Tropic of Cancer or Capricorn and receive ample amounts of sunlight. These countries are best suited for the generation of solar energy. Apart from being cheap, solar energy also helps in controlling pollution. Currently, 87 countries have signed the International Solar Alliance framework and 67 have ratified it. Recently, the framework of the Alliance was amended to allow all the United Nations member countries to join the Alliance including those countries which lie beyond the Tropic of Cancer or Capricorn.
India has been one of the biggest supporters of solar energy. Currently, India undertakes to generate 100 GW of electricity from solar energy by 2022. Furthermore, India aims to establish the world’s biggest solar energy program. The International Solar Alliance (ISA) aims at achieving the ambitious target of 1 TW of solar energy by the year 2030. The ISA aims at undertaking extensive research and development for achieving this goal. Furthermore, the ISA aims to enhance cooperation among the countries, invest in solar energy projects and share knowledge for the development of solar energy technology. India has also hosted the first two summits of the International Solar Alliance in 2018 and 2019 respectively. The third summit was held virtually due to the Covid pandemic. The Power and New and Renewable Energy Minister of India was the President of the third ISA summit.
France and the European Union have also been major contributors to the development of the ISA. The ISA is also undertaking an international solar power grid project called the “One Sun One World One Grid” project. This project aims at making clean energy accessible worldwide. Furthermore, the ISA is also planning to set up a World Solar Bank.
Recently, the Intergovernment Panel of Climate Change Report, 2021 said that the global temperature could increase up to 1.5 degrees Celsius from pre-industrial levels in the next 20 years. Furthermore, the report also warned that prevention of a 2 degree Celsius rise would be impossible if no immediate steps are taken to protect the climate. This highlights the importance of solar energy as an alternate source of energy. Currently, solar energy contributes around 2.8% of global electricity. This share needs to be gradually increased and dependence on coal, gas and fuel must be decreased. Solar energy will effectively contribute towards achieving the goals of the Paris Climate Agreement. The developed nations of the world must come forward to contribute towards green finance. Nations across the world must come together and join the ISA to pool resources to promote and adopt solar energy. Climate change is a problem that would affect all the countries of the world and hence all the Nations must undertake the transition to solar and other renewable forms of energy.
