JAL JEEVAN MISSION

One of the vital requirements of life is water. 18% of the global human population is in India, but it has only 4% of the global freshwater resources. With the growing population, the demand for water is also increasing. It is estimated that by 2050, freshwater availability will go down to 1,140cubic meters from 5,177 cubic meters in 1951. Thus, drinking water management has become an intricate issue.

In the pre-independence era, due to low population, the water management systems were requisite. They even used to design their own water management systems. After independence, rural water supply programs were implemented by state governments to provide safe drinking water to rural people. Government of India has initiated several missions to support states to provide potable water to every household. One of them was Accelerated Rural Water Supply Program (ARWSP) in 1972.

Jal Jeevan Mission is an initiative taken by the central government, ministry of Jal Shakti to provide piped water to every household by 2024. This mission was launched by Honorable Prime Minister, Mr. Narendra Modi on August 15, 2019. The state government of Uttar Pradesh is the first state to launch the Jal Jeevan Mission to provide tap water supply to 2.31 crore rural household people.

The vision of this initiative is to see every rural household having tap water supply with ample quantity and of authorized quality at a very affordable rate to ensure an enhancement in the living standards of people living in rural India on a long-term basis.

The main objectives of this mission are to supply functional tap connection to all the rural household, quality affected areas, drought prone areas, deserted areas, schools, anganwadi centers, health centers etc. and to detect the utility of tap connections and to support in assuring the maintenance of water supply systems which includes water source, supply infrastructure and funds. One of the objectives is also to spread awareness on the importance of safe drinking water.

The mission is to support, enhance and provide states or union territories in planning of strategy required for water supply management system for assuring potable drinking water to all the rural household on a regular and long-term basis. It is also to create an appropriate infrastructure to give functional tap connection by 2024 in ample quantity of authorized quality available regularly at cheaper rates and to plan water security. It also helps the rural communities to manage their own village water supply management systems and plan and design their own infrastructure and security. And to spread awareness on the importance of drinking water for a quality life and provide financial assistance or support to states or union territories for implementing this initiative.

Few components of JJM are removal of contaminants from water where quality is a problem through technological interventions, grey water management, assisting activities such as IEC, HRD, utility development, laboratories for ensuring, testing, and detecting water quality, R&D, etc. one of the components is also to fore look the unseen challenges that may emerge due to calamities and may affect the implementation of mission of functional tap connection by 2024.
