INTRODUCTION
PRAGATI stands for Pro-active Governance and Timely Implementation and is a unique integrating and interactive platform. The platform is aimed at addressing common man’s grievances, and simultaneously monitoring and reviewing important programs and projects of the government of India.
It also aims at exercising the above powers on the projects flagged by the State Governments. PRAGATI is the best combination of addressing issues of governance with the use of technology. The PRAGATI platform is executed by use of three technologies i.e., Digital Data management, Video-conferencing & geography and mapping technology.
Interaction on PRAGATI platform is held once every month on fourth Wednesday, known as PRAGATI Day.
SIGNIFICANCE
With emergence nd spread of Covid-19, virtual connection has trickled down to the most basic level. the online process is a need in this pandemic situation.
It has offered a unique combination in the direction of cooperative federalism since it brings on one stage the Secretaries of Government of India and the Chief Secretaries of the states.
Through the PRAGATI platform, the Prime Minister is able to discuss the issues with the concerned Central and State officials with full information and latest visuals of the basic level of the situation on a monthly basis.
OPERATING OF PRAGATI
Issues to be flagged before the Prime Minister are picked up from the available database regarding Public Grievances, ongoing programs and pending specific plan.
Such an effort is an innovative effort in e-governance and good governing and time efficient, appreciating the important schemes and further program planning by Prime Minister.
It has helped not only in addressing problems faced by common man but makes the entire administration set-up more responsive and working with the standard of achieving the highest productivity in public delivery of services.
Prime Minister chaired the 37th PRAGATI meeting where he reviewed the functioning of eight projects worth rupees 1,26,000 crore. He also reviewed the progress of the One Nation One Ration Card (ONORC) scheme.
Covid-19 situation has caused one of the worst disruptions. It has affected every aspect of human life, be it economic, social, political, spiritual or psychological. Prime Minister has urged to explore multiple utilities of technologies that can be used under this scheme and overcome the ongoing distress.
Migrant workers had complained of ration crisis that had happened due to the mass interstate migration of workers during the two covid-19 waves in the country.
The previous meeting also shredded light on the states to keep monitoring the ongoing covid-19 crisis in the field of medical where there’s huge requirement of medical facility and supporting efforts to educate members and control further outbreak.
CONCLUSION
In my opinion, PRAGATI is a vigorous system which brings e-transparency and e-accountability with real time presence and exchange among the key administration. It can improve the performance of governance and outcomes will assist in identifying the best practices in management.
It can be said that it is an important reform in,
- Project monitoring,
- Programme Implementation and
- Grievance Redressal
by Prime Minister Office, Union Government Secretaries and Chief Secretaries of the respective states.
