The constituency borders were frozen by the 84th Amendment Act of 2001 until the first census after 2026, or at least until 2031[1]. The current total number of Lok Sabha seats is based on the 1971 census.
Articles 82 and 170 (3) of the Constitution have provisos stating that no new redistricting of constituencies can be done until the results of the first census held after 2000 are revealed. The Constitution (Forty-second Amendment) Act of 1976 introduced these provisos as an attempt to improve family planning standards. The constitutional moratorium on further delimitation will expire as soon as the results of the first census after the year 2000 are revealed, as the first census after the year 2000 has already commenced.
Both for and against the practice of new delimitation, there have been constant requests. In light of the progress of family planning programmes in various parts of the country, the government recently decided, as part of the National Population Policy strategy, to extend the current moratorium on new delimitation until 2026 as a motivating measure to allow the State Government to pursue the population stabilization agenda.[2]
The government has also decided to readjust and rationalise territorial constituencies in the States, without changing the number of seats allotted to each State in the House of People and Legislative Assemblies of the States, including the Scheduled Castes and Scheduled Tribes constituencies, on the basis of the population ascertained at the census for the year 1991, in order to address the imbalance caused by uneven population/electoral growth.
It is also recommended to recalculate the number of seats designated for Scheduled Castes and Scheduled Tribes in the House of People and State Legislative Assemblies based on the population as determined by the 1991 census[3].
