According to the draft, the state of Uttar Pradesh launched its first population policy in the year 2000 and one year after the date of publication of the gazette, the provisions came into force. But recently, Uttar Pradesh Chief Minister Yogi Adityanath launched a revised population policy for 2021-2030

Need of a population policy

The chief minister of the state believes that every citizen of society must join the awareness program to control the population because an increasing population can be an obstacle to development. He also mentioned that the increasing population of the state and of the country as a bigger picture was the root of numerous major problems and creating inequality in the society. Therefore, the new population policy was drafted while keeping in mind all sections of society.

Key objectives

In 2016, the Total Fertility Rate of Uttar Pradesh was 3.3 against the national average of 2.6, and currently UP has a TFR was 2.7 while the national average is 2.3. On the other hand, The Maternal Mortality Rate in 2016 was 258 against the national average of 178, and today, it stood at 197, while the national average is 113, according to the census 2011. Likewise, several efforts have been taken by the government to improve society.

The main objectives of the new population policy are to increase the life expectancy from 64.3 as of 2020 to 69 by 2030 and also the sex ratio of children between the age of 0 to 6 years from 899 to 919 by the year 2030. The policy also aims to decrease the Total Fertility Rate from 2.7 to 1.7 by 2030; increase Modern Contraceptive Prevalence Rate from 31.7 to 52 by 2030; increase male methods of contraception use from 10.8 to16.4 by 2030; decrease Maternal Mortality Rate from 197 to 98 and Infant Mortality Rate from 43 to 22 and Under 5 Infant Mortality Rate from 47 to 25 by the targeted year.

The draft also mentioned that the state would attempt to maintain a balance of population among the various communities. “Awareness and large programs might be held amongst those communities, cadres and geographical regions which have a higher fertility rate,” the coverage read.

Punishments

In addition to this, The Uttar Pradesh State Law Commission has prepared a proposed draft invoice for population control, under which a two-child norm should be carried out and promoted. “Anyone that will have quite two children after the bill involves force would be abandoned from several governmental benefits like government-sponsored welfare schemes, subsidies by the government, card units could be restricted to four, and the individual may be barred from contesting elections to the local authority or any sort of the local self-government”. Also, if there’s no gap among the birth of children, then clearly it’s going to have an effect on their nutrition, explaining the want for spacing and manage in population. The person who will not abide by the law would also become ineligible to apply for government jobs under the State government will be barred from promotion in government services.
