A law that prevents people from receiving government subsidies and other government benefits if they have more than two children is known as a two-child policy. The Uttar Pradesh Population (Control, Stabilization and Welfare) Bill, 2021, is circulated by the Uttar Pradesh State Law Commission (UPSLC). The draft is open for suggestions till July 19, 2021. The law commission chairman – Justice AN Mittal, said that the bill’s primary purpose is to debar the people who have more than two children. They would not be allowed to contest elections or apply for government jobs. This bill also states that there can be only four members on a ratio card also.
The people who are already in government jobs will not be given preference if they are not following the two-child policy. The citizens who will be following this policy would be given in advantages like two additional increments, subsidies, rebates and a 3% increase in the employment provided fund. In addition to this, the people with just one child will be given four additional increments, free healthcare and free education until the age of 20.
The bill also talks about the people who are not in government jobs. Such people will be given rebates on their electricity and water bill, house tax and house loans. One of the critical features of this bill is that it promotes vasectomy and sterilization.
The bill has mentioned that there will be no relaxation in the case of polygamy and polyandry. This means that even if a male has more than two wives, he will still have to abide by the 2-child policy. To support the State, the law commission had clearly stated that they could not invest all their money in more than two children.
This bill has followed the steps of the Assam Chief minister. Assam Prime Minister Himanta Biswa Sarma has been a strong supporter of the two-child policy. The government is likely to introduce new policy legislation in the government’s Budget framework starting July 12. They also said that they would gradually introduce the two-child policy. CM Sarma had also said that this bill would not be implemented in the tea gardens, SC and ST communities. This would apply to all the government employees in future as the policy is already started in the State.
The 1951 population growth policy was a turning point, especially when it was evident after Mahatma Gandhi rejected such a government-sponsored campaign. Gandhi opposed the idea of contraception to control the size of the family. It supported the idea of self-control to control human growth.
The focus, however, was on convincing people to reduce their family size. However, after the absence of modern health care facilities in small towns and villages, family planning centres serve as family-oriented centres and individuals who go to health workers for help in childbirth.
During the Emergency, set by the Indira Gandhi government in the 1970s, the policy of two children was vigorously enforced. This was a decade when China moved from its two-child policy to a one-child policy.
