This Article is written by Sunaina of 6th Semester from Panjab University, Department of LAW, Chandigarh,Punjab.

Abstract: The Security Council, which is an important part of the world’s big groups that matters most for safety issues around the globe. Its main job is to keep and shield global peace and safety. The Security Council is worried about North Korea, also called the Democratic People’s Republic of Korea. They are not happy because it has a program to make nukes and hurls very many missiles often. The problem of many countries getting nuclear weapons has worried the global community. A big case was in recent years, with North Korea – or its official name is Democratic People’s Republic of Korea (DPRK). The United Nations Security Council (UNSC) is very important in dealing with North Korea’s nuclear goals. It wants to get rid of their atomic weapons and make sure everyone in the area or around the world stays safe from them. This article looks at the past, what’s happening now with this big group called United Nations Security Council and their work to make Korea a safe place without nuclear weapons. They are also still doing stuff about it today on that country which is close by Koreas.

Keywords: concerns, international peace, nuclear, security.

Introduction: The Nuclear Weapons Program of the Democratic People’s Republic of Korea The Democratic People’s Republic of Korea’s nuclear weapons program has been a major source of international concern. Making North Korea feel pressure through global groups like the U.N. Security Council or International Atomic Energy Agency is very tough because of their rules and countries being in charge of themselves. These places mainly concentrate on keeping uranium for energy use and making sure certain states don’t have nuclear weapons. But, they can’t directly get involved in the matters of a country that is its own boss like North Korea. # To fight back against North Korea’s firing of missiles and carrying out nuclear tests, the Security Council has put penalties on them. These punishments aim to stop and make pressure on North Korea so they will give up their nuclear weapons program. ## Different Views and Methods of People Who Care About the Issue
The way people think and what they do about it, like the United States, South Korea North Korea Japan China view is often different when dealing with Democratic People’s Republic of Korea’s nuclear program. (Ohn & Richey) The US and its friends see North Korea as a hostile state trying to make nuclear weapons for power. They also think it can threaten the rule that stops too many countries from having them. On the other hand, China thinks North Korea’s nuclear program is a reaction to its worry of being destabilized by the United States. Even with different opinions and ways, the Security Council always says that it’s very important for North Korea to stop having nuclear weapons. The Security Council’s efforts to deal with the nuclear weapons plan of North Korea have been stopped by different views and actions taken by those it should protect. This makes cooperation difficult in searching for a shared answer. The Security Council has been very careful when suggesting action against the Democratic People’s Republic of Korea. This is because international groups like the U.N have limitations and are in charge of their own decisions (Black-Branch & Fleck, 2016).

The Security Council understands how badly North Korea’s nuclear program is spreading. They have made rules to punish them for this behavior. These punishments try to make North Korea stop its nuclear weapons program and help calm the area around it. Thus, by working against the Democratic People’s Republic of Korea, Security Council tries to create rules and push for having no nuclear weapons in use. Still, it is hard to get everyone on the same page because they think differently and have various ways of doing things (Ohn & Richey, 2015). On the other hand, North Korea has faced lots of punishments from the United Nations Security Council since 2006. These were because they had a program to make nuclear weapons. Even though these penalties and global pressure have been put in place, North Korea keeps going after its nuclear goals and doing tests with explosions. The Security Council’s ongoing attempts to deal with North Korea’s nuclear weapons program are being blocked by different views and strategies of the worried parties, mainly the US and its friends. They see North Korea as an angry state trying to gain more power and threaten efforts at non-spreading of nuclear weapons, while China thinks it’s only reacting because they fear chaos. But, everyone including the Security Council has to keep trying for peace and make North Korea get rid of all its nuclear weapons. This will help protect our country and other parts around the world. The Security Council’s attempts to deal with North Korea’s nuclear weapons program have slowed down because the different views and actions of involved nations, like the US, South Korea, Japan and China aren’t matching up.

Historical Context: North Korea’s chase after nuclear weapons started in the 1960s, but it became very strong in the 1990s. In 2006, the nation carried out its first nuclear test. This caused a worldwide scare and led to global actions in response. After more nuclear tests, missile launches and strong words, things got very tense in Korea. This led to several UN rules that tried to stop North Korea from having powerful nukes. The United Nations Security Council has talked a lot about North Korea, especially at meetings. They have discussed North Korea’s illegal nuclear weapons program and how it breaks rules set by them in previous meetings. This means always being involved in nuclear weapons and ballistic missile programs, which breaks these rules. The Security Council asked for lowering tensions, talking politics and peaceful answers on the Korean Peninsula. They said we need to be together in working out this problem.

The Role of the UNSC:

The UNSC has been at the forefront of diplomatic efforts to address the North Korean nuclear issue. Resolutions such as 1695 (2006), 1718 (2006), 1874 (2009), 2087 (2013), 2270 (2016), and 2371 (2017) have been adopted to impose sanctions, restrict trade, and pressure North Korea into abandoning its nuclear weapons program. These resolutions underscore the international community’s united front against nuclear proliferation.

China and Russia, as permanent members of the UNSC, have historically played crucial roles in shaping the council’s response to North Korea. Balancing the need for denuclearization with regional stability and humanitarian concerns has been a delicate task for the UNSC. The Security Council, through different meetings and talks, has shown the continuing efforts to increase the job time of a group of experts helping with Korean sanctions. This is for the Democratic People’s Republic of Korea (DPRK) Sanctions Committee. It has also talked about DPRK’s weapons programs, how people in the country are treated and a report on what the Committee does over a 90-day period. The head of the DPRK Sanctions Committee for 1718, Ambassador Pascale Baeriswyl, is set to chat with Council members about what their group has done. They’ll talk in private and focus on how big a problem it is that the DPRK hasn’t fully unraveled its nuclear weapons program yet.
In simple words, the Security Council is always keeping a close eye on North Korea’s nuclear weapons program. They’ve had lots of talks and updates about this matter to try to handle it properly. The DPRK wanting to have nuclear weapons and changing their focus from removing these weapons to major arms talks creates a big problem for everyone around the world. This needs strong effort from many countries together.

Ongoing Efforts

Works on getting rid of nuclear weapons in North Korea have worried people all over the world and been talked about a lot by important groups like the Security Council. North Korea keeps trying to get nuclear weapons and missile programs, even though they break the rules of the Security Council. The big boss below the Secretary-General for Middle East, Asia and Pacific calls out DPRK’s plans to keep working on their weapons of mass destruction and rockets. They stress how important it is to use steps that can lower fighting problems and make room for talking things over in a better way.

In response to what the North Korea is doing, big people who sit on the Security Council have always asked for cooling off actions. They want talking instead of fighting and politics as a way out in case problems happen in a part of Asia called Korea. The Council has also made it clear how important it is to bring back togetherness when dealing with this big problem. Also, the leader of the 2021 DPRK Sanctions Committee is set to speak to Council members. They will discuss work details such as reports on their actions with a timeline of days in batches of 90. This shows that the global community is still working to handle North Korea’s nuclear goals by using punishments and talks.
Talks to get North Korea in conversation have had good and bad parts. The meetings with North Korea’s leader, Kim Jong-un, and South Korea’s President, Moon Jae-in along with the historic talks between Kim and the U.S. President Donald Trump built up hope for a major change in discussions about discontinuing nuclear weapons.

However, challenges persist, and the issue remains complex. The failure of the Hanoi Summit in 2019 highlighted the difficulties in reaching a comprehensive agreement. The UNSC continues to monitor the situation closely and adapt its approach to address emerging challenges.

Polygonal cooperation is essential for achieving lasting peace on the Korean Peninsula. The resumption of the Six-Party Talks involving North Korea, South Korea, China, Japan, Russia, and the United States could make available a scaffold for sustained dialogue and denuclearization efforts.

Are more sanction are the Answer: Many experts at making rules think there are just not good solutions; none give sure ways to stop North Korea from keeping nukes, and some, if they don’t work out, could make problems harder. Many experts say that before new sanctions are thought about, we should make sure the old ones work better. This could happen by having more training for officers checking ships in global ports.

Different nations and companies have been found getting around military and money rules. Some businesses that send goods across countries and trade with North Korea; groups that sell oil, rock, or other resources from their country; bosses who hire people from North Korea outside the nation’s limits have been blamed for avoiding restrictions. These corporations also offer financial aid services accused of breaking rules too. A report of 2020 by the Institute for Science and International Security said that sixty-two countries broke [PDF] UN guidelines. Some groups intentionally avoid sanctions, while others probably do so without realizing it.

People still don’t agree on what to do next. Some people say that we need stronger punishments against North Korea and those who make money from dealing with it. Some people worry that making more rules against Chinese companies could harm the relationship between the U.S. and China, which might make it harder to work together on problems like terrorism or climate change

Some people say that punishments will take many years to make a big difference. They think any way to deal with North Korea needs step by step more pressure over time. Experts like Scott A. Snyder from the CFR say that punishments should be used together with other things, like talking with Pyongyang and promises by Washington to its friends in the area.

Conclusion:

The nuclear denuclearization of the Democratic People’s Republic of Korea remains a critical goal for global security. Stopping the use of nuclear weapons in North Korea is very important for world safety. The United Nations Security Council, as the main global group for keeping peace and safety, is very important in solving the difficulties of the North Korean nuclear problem. Continual talks, penalties and big group chats show that the world wants to make sure Korean land plus North Korea don’t use nuclear weapons. As the situation changes, the UNSC must stay alert, change its plans and work together to reach a path where North Korea is free from nuclear weapons.
In short, the Security Council and global community are doing everything they can to deal with North Korea’s nuclear problems. This includes encouraging taking things easier, suggesting peaceful solutions and using restrictions to manage situations while talking with North Korea. It seems like the main concern is now about controlling and limiting the DPRK’s nuclear danger using talks on weapons control.
