The Government in March 2021 had announced the Vehicle Scrapping Policy with the objective of protecting the environment and creating thousands of jobs. This policy provides for the de-registration of any such 20-year-old vehicle which is found unfit or which possesses a non-renewed registration certificate. Such vehicles are supposed to be handed over to the Registration Vehicle Scrapping Facility which would subsequently issue a scrapping certificate to the owner of the concerned vehicle. This policy envisages the scrapping of private vehicles that are more than 20 years old and government commercial vehicles that are 15 years old. Furthermore, the policy stipulates the establishment of Automated Fitness Centers at which the older vehicles would have to clear the fitness test.

The Government has decided to offer several incentives to the people to get their old and unfit vehicles scrapped off. The Central Government may advise the various State governments to offer road tax rebates for commercial as well as private vehicles, in order to incentivize the owner of these vehicles to scrap the older and unfit vehicles. Furthermore, the vehicle manufacturing companies might be required to offer discounts to the owners who get their vehicles scrapped. The government has also decided to waive off the registration fees for the registration of new vehicles for those owners who got their previous vehicles scrapped and produce the scrapping certificate at the time of registration of the new vehicle.

The scrappage policy will help in making India a circular economy and would contribute towards sustainable development. Considering the rapid technological advancements in today’s age, this policy will also ensure the modernity of vehicles on India’s roads. As per the government data, India has almost 1 crore cars that do not have valid fitness certificates. These cars are a source of pollution and lead to an increase in fuel prices. The scrappage policy will incentivize the scrapping of these vehicles which will, in turn, help in controlling pollution. This move was welcomed by the automobile industry and the key players in the automobile industry also highlighted the potential of this policy to create jobs. Furthermore, this policy aims at recycling the materials of the scrapped vehicles. This will help in reducing the costs of raw materials and would also lead to optimum utilization of India’s resources.

As a result of this policy, Alang in Gujarat, which is Asia’s largest ship recycling and shipping yard, could become the hub of old vehicle scrapping. This would also bring a lot of investment from private players due to its economic potential. Moreover, several other scrap yards are expected to be created in India as a result of this policy.  The creation of new scrap yards will also provide a boost to the economy and employment. This policy will also increase the GST collection of the Government. This money could be utilized for the construction and betterment of roads and highways which would improve mobility across the country.

However, the implementation of this policy would require cooperation and a coordinated effort between the Central and State governments. This might prove to be a difficult task as certain states have decided to oppose the policy.
